Australia has super tough import laws so lots of fish that are cheaper in other countries are really expensive over here, hence why people want to smuggle them in.

I've also heard stories that even if people importing fish have all the proper paperwork, if the fish doesn't look like the photos the quarantine office has then the fish isn't allowed in. Don't quote me on that though.
