I have a 20 gal tank I put water into to degass. It has a heater and HOB filter on it. I use the filter to get rid of any garbage I may have dropped in and to carbon filter the water. I heat it to match my display tank so when it's time for water changes it's a simple task.
My main questions are how long does it take for chlorine and chloromine to degass? Is there anything else I should do to prep the water for changes?

chlorine will degass in about 24 hours. chloramine will not degass at all and you need to treat the water with a 'conditioner'.
 
Unless you have really sensitive fish, you're going through a lot more trouble than I ever would. I fill 5g buckets with water, let them sit overnight, add water conditioner (we have chloramine in our water), then use it for a water change. I've done this for > 15 years with no ill effects on our fish, turtles, plants, or snails (corals and shrimp, too, if you want to count our sw tank). Many people swear by having the temperature the same, but I've never had a problem using room temp water for a routine 10 - 20% water change.
