I bought new activated carbon (pellet form), added it to the filter bag and rinsed it. A huge amount of black dust came out with the water. I kept rinsing for about 3-4 minutes but stopped when it was somewhat clear. How long is someone supposed to rinse new activated carbon before adding to a tank?

Rinsing new carbon serves two purposes. To get the dust off :) (taks as long as it takes) and for the carbon to absorb oxygen from the rinse water instead of your tank water which would deprive your fish of air. :dive:

Rinse until it is clear. Same as you would do with a brita filter.

It usually takes a while - this is normal. Post kiln carbon is pretty friable stuff (dusty).
