When Prime detoxifies nitrates for the fish, are the nitrates still in a state that is usable by aquatic plants?

I have a planted tank, and I use prime...have not had any problems.

i use prime weekly and no problems with plants. it really doesnt remove them.

The only thing you have to watch for is low readings if you use an AP liquid test kit - NO3 will read low if there's Prime in the tank (so don't keep dumping KNO3 in until your test kit hits 20ppm NO3!).
