Firstly, a warm welcome to Aquaria Central mate...
Ok then...Am not quite sure i understand here..When you say you pouring the salt in the tank, are you adding the salt itself? or saltwater? What readings are you taking at the moment?
Your temp should be somewhere in the regeion of 75 - 80f..If you can get a heater in the sump, then yes, thats fine..

Are you using a hydrometer, because temperature changes in the water will effect the readings.

Is the tank salt, fresh.or brankish. If salt or brackish you should never add salt to the tank. Get a garbage can with wheels, like my brute by rubbermaid. Tak a one gallon pitcher and mark the garbage can for 25 or 30 gallons. Then you can mix the salt in it. I have a magdrive 5 that I use to mix my salt water. I also use a stealth 250watt heater to make my saltwater. Let it run for at least 24hours. Then do water changes. I use Instant Ocean salt. One half a cup of salt makes one gallon of salt water. You can put your heaters in the sump. It's allways good to have two heaters in case one fails.

if the hydrometer is junk and not working, try getting a more accurate refractometer.
