too much pressure in my CO2 system--remedy?

No matter how low I set my gas flow I seem to have too much flow in my system (I have a Azoo regulator on a 5 pound cylinder). I tried to use the directions on Rex Grigg's site to set the flow lower but I just can't seem to get the gas flow low enough.
Additionally, when the gas is switched off by my PH controller water then backs up from my reactor and leaks/blows the top off of my bubble counter. There is a check valve on the bubble counter that prevents the water from flowing any further backward into the gas line. Do I need to put another check valve between the bubble counter and the reactor or am I doing something wrong? I have a Aquamedic Reactor, if that helps.
 
Yes, I finally figured out the adjustment on needle valve after I posted this. I didn't realize how sensitive/fine the adjustments are on it. If I put another check valve in between my bubble counter and reactor and can get by bubble counter to stop losing its seal then I should have everything as its supposed to be. I think...
