as long as it is the right kinda and cleaned yes u should be fine. just dont cover anything and maybe do a water change first and get out some of the grime from the sand before u cover it.
Sure you can. If you're doing a major tank renovation, I'd suggest moving the fish to a quarantine tank though, just to avoid unnecessary stress.
