One of my White Cloud's eyes have popped out. Two days ago he was fine next day my partner spotted one of his eyes had popped out and now today his second eye has popped.
He is swimming around in endless small circles. Is he blind now?
Any suggestions as to what may have caused it. All his other tank mates seem fine.

Euthanize him please... :(
Also, it sounds like pop-eye (or maybe another fish attacked it?)
If it's pop-eye it is usually associated with poor water or other severe stress. What are your water readings and tankmates as well as size of tank. How long have you had this little guy? etc.
I would do a large Water Change (WC) immediately

He is in 55G tank with 4 other white clouds a couple of comets and 2 clown loaches, 5 tiger barbs and two angels and 12 neons. I have had him about 3 months now. The tank has finished cycling though is going through a small spike as my bio load has increased with new additions.
He was one of my original fish purchased from the lFS before I knew about cycling the tank.
Over the last 10 days I have added some salt and increased the temp to sort out some white spot on some of the loaches. I do a 50% water change every week.
Perhaps a silly question how do you euthanise a fish?

Some common methods (depending on your willingness) is to simply cut the head off, take a bowl of water and get the surface to just skim over with a sheet of ice dip the fish in and place back in the freezer, chemical, and a few others means.
If he is eyeless he is done and in pain. Nothing you do can harm him further. :(
