17 watts in a 29 gal tank?

Hello Folks,
A short time ago I wrote in for help with my plants (Java Fern, Annubius, Wysteria) and mistakenly stated that I had 100 watts of light for my 29 gals. Not quite; that was my heater's rating. Turns out that my kit came with a plastic reflector housing one 23' tube at a staggering 17 watts. Obviously this assembly (with its top capacity of 25 watts) needs to be replaced. What are the recommendations as to a wattage that will grow plants reasonably well without causing algae problems?
Assuming that things improve considerably with more light, would I then need to consider running co2?

IF you have the same 3 plants you might be able to get away with 1.7w just because those plants don't require alot of light, and at any lvl co2 will improve plant growth. Maybe a diy system or excel? if you want to grow something a lil more difficult u can upgrade your lights but once u get your light past a certain point u have to start dosing sched and co2. It's reallly up to you and how much u have to spend.
Starting at 2-2.5w is a good way to get ur feet wet(HA! get it?)

I love the AH kits. I use a 4x55 on my 90G.
