I am putting together a powered reactor I accidentally , well not me but the person i had drill my holes, drilled the hole going into the siphon cylinder to big. That hose cost me 10 bucks i do not have the money to replace it right now. That is the part that will be going into the tank. My question is can i use bathroom kitchen silicone to make it airtight?

Just make sure it's 100% silicon and doesnt have any mold inhibitors added. With that, it should be fine. Just keep in mind that silicone doesnt adhere to plastics well. But if it's not under pressure, it shouldnt be an issue.
