Keep water conditions perfect and feed Medi-gold or Metromed for a few weeks. I can't answer your ph question.

Do you have any pics?
I think fish can still be developing their color for about 3 years.
Could be Fish Pox. http://www.goldfishinfo.com/ailment2.htm#pox

I've got the same problem with my fantail, i have searched the net for answers and visited my local aquarium for advice. They said they hadn't a clue what it could be and because she was healthy, active and eating well probably wasn't anything to worry about!!! I found an article on a condition called 'black smudge' which states that the marks are healing marks from ammonia burns and sorting that out should resolve the problem. I'm still trying and looking so if you find anything useful let me know and if i do i'll be sure to pass it on to you :)
