Is there enough oxygen. Do you have a good amount of surface agitation?

Tell us about your fish stock and your filtering. In the meantime, can you get your hands on a diatom filter? It might help in the short term.

You may consider an air-stone or something that will oxygenate the water or disrupt the surface.

These sound the classic symptons of ammonia - but there isnt any present - I would have your water double checked with another test kit, and make sure yours is not out of date. Carry out 50% water changes every day, and this should soon clear up the matter. It could also be, as suggested, low dissolved oxygen content - and the addition of an airline would obviously be of benefit if this is the case. These two things should help solve the problem in the short term, but in the long term you really need to find out what it is that is causing this so that you can help avoid it happening again.

You mentioned that ammonia and nitrate is fine, what about nitrite? Elevated levels of nitrite will inhibit the fish's ability to use oxygen from the water.
