Prime and False Ammonia Readings?

My tap water tests ammonia at 0.5 ppm--most likely from chloramines. I had been using API Stress Coat, but someone with much more experience than me suggested I switch to Prime.

After adding 5 times the recommended dosage of 0.1 mL/gallon of water to a 3 gallon water change bucket I still get 0.5 ppm ammonia. (That would be 0.3 mL per 3 gallon water change bucket, so a total of 1.5 mL.)

I'm using the salicylate-based API Master Test Kit. I have read that this can happen with Prime, but wanted to make sure. Does anyone know about this? I know Sea Chem makes their own ammonia test. I think it would have been more responsible corporate behavior for them to put this info on the label of Prime so you could mull that over BEFORE you bought it.

Is this 5 x times overdosed water safe to use? Any info would be much appreciated.
 
Some ammonia kits, like my API liquid test for TOTAL ammonia (NH3+ NH4)
So if you use prime it will still show up the same reading, however it should all be in the less harmless form.
