Just make sure all valves are open and that there are no kinks or twists in the lines. It should be silent - or very close to silent. Are you sure it's moving water?

Yes because water is coming out of the spray bar.

my 2213(s) are dead silent.... i have to literally stick my ear next to it to hear it running.
Make sure your impeller is seated properly, it may be rubbing on something, and you might have more air trapped than you realize.

Is there any air in the line? Maybe it didn't get primed all the way.

Mine was an impeller problem, but it was a used canister.

Is the filter placed below the tank? If it's level with the tank, it may still be working out some air. Shake the canister while it's running, or unplug the filter and see if air bubbles come up the output line. If it's not air, you need to check that the impeller is properly seated (see the diagram that came with your filter) and that the impeller shaft is not cracked.
