Is 80 watts of lighting of one flora glow and one powerglow good enough for 46 gallons?

You are just under 2 watts/gal. which is ok for many plants, but not all. It's, IMO, a good place to start out.

I've got another strip to use, it's just being able to hang two shop lights over the tank which is only 48x12. I'm thinking about making a hood to hold the lights. Just something basic to hold it that won't look like crap.

160 watts makes all the difference in the world. I've got 2 55's, one over the other. The top one has 80 watts and my low light plants do very well in there with CO2 and plenty of ferts.
The bottom one has 160 watts over it and it's just amazing how much quicker they grow and how full and colorful the plants get in that tank. I'm constantly trimming and moving the trimmed pieces to the upper tank. Red plants especially do well with the extra light.

I've got both lights on the tank now so now I've got 120 watts on the tank which should be 8 watts under 3 watts per gallon. I'm also using tropica fert.
