Please help my Orenge Chromide

I have purchased 2 Orange Chromides in the last three months. They had babies, and now they gaurd the fry as the newborns search for food in a giant pack. All was fine at 10 am, but then I went to go check out the tank at around 12 am, and the Adult Male was floating around without control and little gill movement. He is still alive, how do I save him and what are the possible causes. He has no wounds and the water is supposedly perfect for his kind of fish. The other chromide is doing just fine and so are the babies.

Pleas Help Him.....What can I do?

In the tank there is a GSP, two medium-small Mono Sebea, one Figure8 puffer and an Archerfish, the mother and the fry
 
I am setting up a new 30 gallon that will be just for the fry. I know it must be cycled, I am going to use Bio-Spira.
 
We need exact water parameters (ammonia, nitrite, nitrate, pH, SG). How large is the tank?

The tank is 60 gallons and is just for now, I will be moving up to a 90 gallon in about 6 months.
Salinity is 12 SG
Ammonia = 0
Nitrate = 0
Nitrite = 0
PH = 8

On the other hand you guys want to see some pictures of the little guys?
 
i'd love to see pics. Rarely ever see OCs, nevermind fry! How do you maintain nitrates at 0?
