Sand before Water?

Can I add my Southdown before I add my water? Since I'm starting new, I thought that method may speed the settling process of the "dust." My concern is that the water will not sufficiently penetrate to the bottom of the DSB.

I added my sand first when I set up my tank. It worked just fine.
