It's an african cichlid, but which of the bazillion barred africans that look like that I haven't a clue.

How large is it, and is it full grown (how old is it)?
If it's full grown and around 3 inches, it's possible it's a female (or sub-dominate male) Demasoni. Females and sub-dominate male Demasoni are much lighter (not as vivid blue) as the dominate male. It's coloration is the same as the smaller Demasoni I used to have. But mine and all the pictures I've seen have the darker bars running all the way down the body. So don't take my word for it that it's a Demasoni.
edit: looking at more pics online, I doubt it is a Demasoni. But it's coloration is the same as my smaller one (the one I used to have).

IT's a Kenyi Female, just not a very good example of one, as of right now im 100% sure! Males are yellow females are Blue....it may turn yellow and become male but it looks to be female for now.
I would say it's a neolamprologus tretocephalus...or 5 bar cichlid (common name). It's from Lake Tanganyika, will hit 6 inches, maybe a little more and is an aggressive fish to similar looking fish and all fish when breeding...fins look a little raggy - is he getting beat up/what are your parameters for ammonia/nitrite/nitrate ?

You should see very noticeable green & yellow colouration of the eye and flecks of sparkly blue around the gills if I'm right.
