Lighting requirments for starfish and shrimp

no they cant make food from light like corals can because they lack chlorophyll and zooxanthellia. lighting is of no concern with anything but the corals, giant clams, and some deep water fish. although some shrimp are nocturnal and most inverts tend to move more at night anyway, because its "safer"
 
I want to use LR for filtration, will the standard crappy lighiting that comes in kits suffice?

yes but not if you want corals...if u dont have corasl the lights are purley up to ur visual choice.
also, how about sea-cumbers and sea-squirts? - do they need light as soft corals do?
both dont do well in captivity sea squirts almost always die(cant provide proper food) and cucumbers get very large and are toxic. but none the less lighting is once again not a problem...as i said earlier if its not a coral or clam ur usually ok on basic lights :)
