Tap water filter

I have the aquarium pharmaceuticals tap water filter. It has an activated carbon filter followed by de ionization media (balls) I know the balls can be recharged, does any one know how to do that?
Also, I found the DI media (balls) on line, would it be possible to change the activated carbon with normal aquarium carbon, and use the DI media I found on line to "make" a new filter?
 
Can you easily open the old cartridge to remove / replace the media inside of it?

The carbon in the cartridge should be of a much higher quality than standard aquarium carbon. It's more expense, too, of course.

There's articles / posts online that describe how to recharge DI resin. It's not the easiest thing to do at home, involves using strong chemicals, and is quite a hassle if you ask me. If it's a mixed bed DI resin, you'll have to separate the anion resin from the cation resin before attempting to recharge them.
