Is it possible to change the water too much in a planted tank?

I have a 16g with just a betta and some tiny uninvited snails in it. I have some plants already and just bought some more low light plants. I don't normally use ferts but I stuck a Flourish tab in the gravel. I change about 30% to 40% of the water weekly along with gravel vac. I test my water regularly and have negligible nitrates (I assume the moss balls and other plants suck them up??)Now that I've added more plants, I'm wondering if I should be changing as much water and should I be gravel vacing as much? Am I starving my plants of nutrients? Am I just going to suck up that Flourish stuff and waste it?
I read in a thread somewhere that some people with planted tanks don't disturb the substrate at all and that you shouldn't change too much water but then others say you can't change too much water...

unless your plants are all root-feeders (which surprisingly most aren't), the root tabs are doing you no good. look up Rex Grigg here on the site. he'll hook you up good.

I change about 50% of the water weekly in my 29 gallon planted. However I don't gravel vac 'cause it'll disturb the plants. You should aim for 10-20 ppm Nitrate and if your fish bioload isn't high, fertilizers should be used in the water column if you have stem plants. Good Luck.
