Is there any beneift to using water from an estabilished tank on a new empty tank.

Nope. Most of the bacteria that make up a tank's biological filter do not live in the water column, but rather on surfaces in the tank, so you'd really just be moving dirty water. That's why it helps to move over filter media, gravel, ornaments, etc. The only exception I can think of is if you are moving fish over to the new tank (which to me, it doesn't sound like you are) so they aren't shocked by different water conditions.

:iagree: Maybe move a couple of decorations over. If you have a spare established filter media then change that over as well.

If you just drop the filter in the tank does that help? (media doesn't fit in new filter)

Yeah. Though I'd recommend maybe tying it down to something so that it stays completely submerged.
