4-4½
adding a single colorful fish like a dwarf or honey gourami would bring it up to a 5.

it's an ok tank, and I like your wood and plants, but I think it looks a bit empty and needs more green, and I'm not a fan of blue/artificially colored substrates... so I am going to give it a 3

you could try dwarf sag. I'm not sure how it does in super low light, but I can't keep it from growing out of control in my two tanks with medium light. in the last 3 weeks, all of my dwarf sags have doubled in size, and grown shoots with 1-2 new plants on average. I love it.

"A" for awsome. Nice choice of black gravel with a few blues.

quite like the effect the substrate is giving off.....4
If it was me I'd lose the blue out of the substrate.
I think its a well-planned set-up though - black substrate, black background, really pops the endlers (I'll be especially so in real life). Nice piece of driftwood, and you know you need more plants. I'd go for some taller at the back and some carpeting out front. And its nicely stocked too.
So I think its a 5 with unlimited potential.

More plants and maybe some sort of centerpiece fish would make it a 5 no doubt.

Try Hygrophillia - grows fast even in low light and you can pinch it to make it bush and to get more starts. Also might add Anubias barteri (http://www.plantgeek.net/plant-15.htm) and Anubias nana (http://www.plantgeek.net/plant-19.htm) , try some Cryptocoryne wendtii (http://www.plantgeek.net/plant-80.htm) for foreground cover.
http://www.plantgeek.net/plantguide.php this site helps you pick plants by light requirement, difficulty, placement, etc.
I give you a 3.5 for a very good start. My planted tank is constantly evolving.

Ok. I really like your tank. Consider putting some eye catching piece of wood over in the left corner to cover the heater and get one or two more fish that stand out!
