Where should my branching frogspwan be placed in my tank? I have a 55G tank. Like top level, middle, or on the sand? Thanks. And what should it's diet constant of?

Give it lots of room to expand, especially with the sweeper tentacles. I'd place it low in your tank, I'd acclimate it with medium light and lower flow and then intensify the lights to med-high. I think you can target feed them meaty feeds such as krill/squid, etc.
In addition to what the hobbyists here have done you should find lots of info about them through a google search to see how many others have been successful with them.
