Currently have a 75 gal tank with a canister filter. Looking to make a sump for the tank and got an offer for a 20 gal tank for $5. Would a 20 gal tank be fine and what will be needed in the 20 gal tank if it will work?

Great source for DIY sumps: http://www.melevsreef.com/links.html

A 20g tank would be fine for a sump, providing you can fit it into your stand (or work out some other way to plumb it with your main tank). The info at melevsreef is very useful -- I used the general designs there to construct the sump for our 90g. You can create a sump out of just about anything... I used 2 old aquariums (a 15g T and a 20g) to create a sump / refugium combo for our tank. I used another old tank that was cracked as a source for glass to make baffles, then just siliconed them into place where I wanted them.

You would need some kind of overflow / drain to move water from your main tank to the sump, some baffles (how many depends on how many chambers you'd like), plus a return pump and the plumbing necessary to get water back to your main tank.

I just made a refg. for my 90 gallon tank. I used a 20 gal. long tank, with some pleixglass for baffles.
I got a great deal on an overflow box on e bay, and Im using my canister filter (for now) to pump the water back to the tank.
