If the temp could be controlled... Dont know how easy that would be in Phoenix, Arizona.
Always a temporary option tho.

we had something like that as a pond when i was a kid... and man did our koi fish get BIG. Mind you, i never swam in that pool again. Not with those monsters in there. (I was a kid)
