White spots all over glass on inside of tank!!!

I have a 55 gallon freshwater tank, has been set up for 9 months, and i have been having a lot of algae problems and now i am seeing white spots all of the glass on the inside of the tank, i does not seem to be on the decor, or plants just on the glass, easy to wipe off with a scraper but just really annoying and unatractive, all my parameters are great, no ammonia, nitrites, temp is 78, what is it and how can i get rid of it for good
 
do water changes every 3 days or so, nitrates are around 20 last time i checked. i saw a picture of what hydra look like but looks nothing like what i have...it almost looks like air bubbles stuck to the glass but its not, when i wipe them off i get a very slimy feeling on my hands....any ideas of what else it could be>
 
Turn off your filters and or bubbler's, and look for white dots jumping on the surface.........:)
 
Do they move? If so, could they be copepods? I have those. My shrimps like to eat them. They're not harmful.
 
What am i looking for when i turn off the filters and air bubbler?? i have neon tetras, angelfish, bolivian rams, serpae tetras, corydoras, dont think they are eggs, they glass is covered with the white stuff all around, i can still see in the tank just really annoying to look at, they seem to move around by the water current, almost looks like some type of algae but i just really dont know, i will try and post a pic in a little while to see if that helps
 
Do they move along the glass?
 
no not air bubbles, the spots stay in one spot, do not move (crawl) or anything...almost looks like white algae but i dont know, i tried to get a pic of it but it did not work, i just did a water change of about 30 percent, cleaned the glass off while trying to suck up whatever it was with my vac...hopefully that will do it...
