There are a lot of variables such as new or used tank, cabinet & canopy, filtration etc. I would plan on between $500 to $700.

"tank and stand.....let say 900$ 60gl tank hood stand all in oak."
Goodness, where are you shopping? My LFS has a 125, tank hood and stand for $350..
"one rio, get what u pay for, thining low cost 36$"
Never buy a Rio for anything you wanna keep alive. Maxi-Jet is the best thing going. For a 90g, you'll need 3 Maxi-Jet 600's @ 14 each.
"10gl sump(i love sumps id proble do a sump to a 10gl tank) 14"
He can add this later when he gets the $$$ for all the hardware.
"return pump rio 2500 45$"
Again, add it later, and for the love of God don't buy Rio.
"odd and ends too make the sump including bio balls 100$"
Bio balls have no place in a saltwater setup. They are nitrate factories and more natural methods have made them absolutely obsolete. Liverock, livesand and great circulation are all you need in a tank. Welcome to the modern way of thinking =)
"over flow 50$"
He can add this later when he gets the $$$ for all the hardware.
"heaters 2 150w 40$"
I concur, finally =) Ebo Jager is the only brand I'll use.
"monitoring equip ment ........**** 60$"
Do you mean test kits? Hagen makes a master kit that Big Al's sells for $40. Has everything ya need.
"skimmer 70$"
He can add this later when he gets the $$$ for all the hardware. And no $70 skimmer is going to handle a 90g tank.
"lighting 130$ PC (150w of PC)"
That level of lighting is only required if you intend to do sessile inverts like corals and anemones. Fish and inverts that can move like shrimp and crabs could care less about light. Long as you can see the fish, NO (normal output, this is what usually comes with a tank kit) is fine for now.
"live sand 3" bed 250$(all live sand for ideal)"
You can use play sand from Home Depot along with livesand from your LFS in about an 80/20 ratio to save big bux. The sandbed will establish very quickly from the livesand. $5/bag for the dry stuff, $1/lb for the livesand. Need about 200lbs total, so thats 4 bags and 20lbs. $40
"live rock 2pound per gl 120 pounds 300$"
You can use dry base rock from www.hirocks.com and liverock in about a 60/40 ratio to save even BIGGER bux. Within a couple weeks, the dry rock will be biologically functional and within a few months it will LOOK like live rock as well. 35lbs of LR from www.gulf-view.com costs $135 and 50lbs for baserock from HI Rocks costs $50. Figure 120lbs or so. $235.

Yeah, I'd call that bad =) My estimate, before taxes, etc... is $747...
Serty, go here (http://www.theoscarspot.com//cgi-bin/yabb/YaBB.cgi?board=General) and read through the steps that Coyotoe and I have outlined. Many people have followed these steps and are enjoying this hobby. You can do this on a budget =)
EDIT: Opps, thought you said a 90g... The prices will be even lower for a 60g =)

Best thing to do is work out what you need and what you dont.
Then go to your LFS's, landscaping joint, hardware spot, etc and figure out how much your looking at for all the bits and peices.
Then plan who you have to beg, steal from, or kill to get the money for your new obsession.
  :D
