How do you know what size UV to get? I have a 75 gallon tank. Is there a rule of thumb like cut the rated capicity in half? What about flow rate, again is there a rule of thumb or just follow the directions?

Really, any sive UV filter can be used on your tank. The deciding factor is generally how long you have it running.
Most often, I would get a UV filter for the size of my tank and follow the instructions for flow rate. Depending on the state of the water quality and intended purpose, I would run it for a few hours every week, or up to 8 hours per day. These UV bulbs have relatively short life spans and are pretty expensive, so consider that into how long you run it.
