Its just a way to "bump" a post up to the top of the list, usually when it falls back to the second page where no one will really see it. Another one you see is ttt=to the top.

Ok if you're selling something, and after a day or two, the post will be on page 5 where no one will see it. you don't really have anything to say, but you want it back on page one where people might see it so they can buy your stuff. So, you make a post in the thread saying "bump", and the thread goes from page 5 to page 1, back to the top of the list.

no, not really. provided it's done in good taste. Is a user keeps bumping his thread several times a day, and it gets overwhelming, something will be done about it.
