If I am going to purchase more CURED LR should I wait to add my ammonia... Currently have only 12lbs. of cured rock but will be adding at least 30 more...

It won't really matter since it's cured live rock.

It doesn't matter at all when I put it in, or it doesn't matter if I even add it period?

I'm assuming your cycling a tank.. Yes you should put it in to start the cycle, no it doesn't matter if you put it in before or after the LR is placed in the tank.
