I bought a shoplight for my 20gal long

from wally world for about $8 and it came with bulbs. It's a dual 17watt 24" fluorescent shoplight. It is sitting on top of a glass lid and my tank looks great. I also bought a GE fresh and saltwater 24" tube that's in the 9000k range, but i haven't tried that out yet.

Problem is, this is only 34watts for 20 gallons, i.e. 1.7 watts per gallon. I currently only put a java moss mat in there, but i do plan on getting some more plants in there.
My question is, if it is possible for me to just go to home depot or lowes and get a new starter/ballast so i can run higher wattage bulbs in this fixture. If anyone's done this or is familiar enough with fixture lighting to answer, please do. tia.
