Can someone tell me if 1.5w / gal 8hrs a day is enough for the swords to grow?

Yes, that should keep 'em going. You will have to watch that they don't shade everything else though.
They're also heavy root feeders. If you use liquid ferts, use a syringe, transfer pipet or turkey baster to add some to the substrate near the roots, or you can use Flourish Root Tabs once in a while.
Another note - they get HUGE and develop extensive root systems (making them a challenge to remove).
