Many people have used lace rock or tufa rock as their backbone to the reef. However, my opinion is that i dont think it compares with true live rock. So, my answer would be no, not as effective and i would not soley rely on lace rock as the only source of filtration if you went down that route..I just see its a cheap alternative...
What has to be apprecaited with this type of rock is the composition of it..Yes, it comes from either calcerous forms or solid ash deposits, however, do you really know what is in it? simple answer is no, you dont know what could be inside the rock and could be potentially toxic to your tank inhabitants...Really not worth the risk IMO...
Just a few thoughts..
