Fig8 puffers, loud filter (ugh) & planting

Hey everyone!

It's been a long time since I've been here. Everything has gone well. I have one very large Fig8 puffer & had one rather small F8.

However, the filter tube got the best of my smaller F8. This is the 2nd time I've had a small F8 fall victim to my filter tube.... Anyway I put my request into the LFS for another large puffer so I don't have to worry again.

I have a 30 gallon BW tank @ 1.005. It's been established for well over a year & has been very easy to maintain! I have big problems with green algae because of sunlight, but some remodeling will be taking care of that shortly.

I have a Whisper 30-60 filter on my 30gal tank. Unfortunately it's not even close to a whisper, it's more like a 'Give nightmares screamer'. I can hear it humming through walls. I also have a single Whisper30 from an old tank that was just as loud. My question is - what other filter setup is PROVEN to be silent or atleast as quiet as possible? I would prefer a canister type filter that I can hide away in the cabinet below my tank. I have 3 layers of soundproofing in the cabinet. I'm not experienced with any filters other than what I have now, any advice would be greatly appreciated.

Next, I have play sand as a substrate. I recently removed all my decorative rocks as I believe they were low quality garbage because the colors were leaching & leaving a funny dusting over the top layer of sand. Since removing the sand color hasn't changed...so it was definitely these rocks. I am VERY interested in planting this tank - everything I've read on the subject matter is unclear & most articles vary drastically in advice.

I'd like to know from you experts on what I need to properly grow http://www.plantgeek.net/plant-138.htm and http://www.plantgeek.net/plant-50.htm. I currently have a 30watt single bulb hood. Is my substrate as it sits okay? It's definitely rich in Nitrates....

Canister filters are very quite but in general all good brand filters, internal or external should be quiet, Like Aquaclear or Eheim.
Putting the filter well under water level also cuts out lots of noise.
As you for substrate i'm not a big fan of just sand, main reasons it they can become very toxic if left undisturbed so i always use a mix of silicon sand, course/fine gravel but i also buy ( cant remember brand ) a plant specific substrate from my LFS in a big container that looks like mini lava rocks- fantastic for planted tanks !!!
As for plants, salinity of 1.005 - you should get away with hardy plants like vallis ( not twisty one ) and jarva fern.
You will probably need to replace them every few months or so as they eventually die off or look really scraggy but new shoots should have developed by then
Lighting is no problem with these plants, they like basic lighting.
