Are they just swimming at the top or are they going to the surface to get air constantly? If it is the latter you might have a big problem!

do a water change. 20-30% should be a start.

work on the tests. maybe a LFS will do it?

is the temperature of the tank over 80 degrees or so?

yes my tank temp was over 80 but now has come back down to about 76 or so and holding (since i got the house ac fixed) andits not all of them just one or two will go to different parts of the tank on the top and just kinda hover there not gasping or anythin just hover i guess this may be normal im not sure maybe its jut the current they like ?? but i did water test on everything and it all came back great .. the tank is just about cycled ...

sounds like general stress. High temp and cycling are hard on them. Fish going to the suface to breath and hanging at the surface are signs of oxygen loss. High temp promotes the loss of dissolved oxygen

actually its just the small fish that seem to go up there and hang out near the corners...
