Need to know a proper way to move fish to a bigger tank.
Just got a new tank 55GL, want to move the fish from my 30Gl tank.
What are the steps?
Will be for Discus.

I would place the fish in a bucket.. then move all the contents from the smaller tank to the larger tank including the filter , media etc..that way you are moving the bacterial colony over with it.
if you can either run the filter on the bucket or float the media in the bucket(filter media)

add new water (treated) add old filter with the new one and add fish.

if you don't plan on using the old substrate and decorations, this is what i would do:

set up the new tank with heater and new filter. let it run for a day or so just to allow the temperature to equalize (and also match the temp of the other tank). the week before moving the fish, do several big water changes on the small tank in order to allow the fish to adjust to the new conditions in the new tank (tap water, basically). with discus, you probably do that already. check pH of both tanks and make sure they match. move over whatever decorations you will be using from the old tank, move the filters over and make sure they are working properly, and then move the fish over. if the pH doesn't match you should acclimate the fish in a bucket more slowly. if you can't move the fish over right away, leave the filters for last. try to fit all the filters on the new tank. if you can't, take the media out of the filter that doesn't fit and add it to the new filter. after a couple of weeks when you have made sure the tank is completely cycled, you can take the old media out of the new filter and use that filter on the old tank if you add more fish to it. you'll have bacteria everywhere.

also, if you are using a different substrate in your new tank, you can put some of the old gravel in new pantyhouse and hang it underneath the discharge of your filter to help seed the new tank.

Should I add cycle or anything to the new tank?
If I will have 2 aquaclear 70 filters on the new tank, should I keep the carbon in, or out?

cycle doesn't do anything except drain your wallet.

I'd add ~30 gallons of prime treated water, a heater & a power head or old filter to the new tank and give the old tank a good gravel vacuuming & 50% PWC two or three days ahead of move day.

On move day, I'd drain (from the surface - no vacuuming) about half of the 30's water into buckets and put it in the 55. Then, after a break of about an hour - if your filter can keep running, immediately if not, I'd scoop out as much substrate, decorations, plants - whatever is moving - as possible and put them in the new tank.

Then I'd resume draining the old tank and bucket catch fish & toss them directly into the new tank (nets just for herding them into sm. buckets). Add filter and leave tank blacked out or minimally lit for a day.

Thank you, what does a power head do?
I have a Penguin 330 filter hob, which other filter should i add?

they mean put all fiters on the new tank (the new filter and the one from the 30gal)
