I have a ryukin that started showing white specks on his pectoral fins and on his gills. I initially thought it may have been ich but then read somewhere that if it only existed in those areas that it may just be that my fish is in mating stage. Now they're starting to look more cotton-like and resemble tiny razors on his pectoral fins.
Today I noticed that there are a few white spec looking parts on his lower fins and that one part of his tail is sliced. So now I wonder if this is his being of breeding age or if there is an ick problem in my tank, or some other disease. I tried taking pictures but he won't stay still long enough for the fins to come out clear. But the easiest way to describe it is white razor-like puffs on the front of his pectoral fins.
Please advise.

p.s. I have another fish in the tank that is also taking on the white spec appearances and a black fish that is not. The other fish are cornering the black fish - hence the reason I thought they were male markings and she the female.
