Okay, two questions here:
Why does the octopus need so many balls?
And, what the heck is that fish in the third photo?
The stonefish are especially scary... now you see them, now you don't

From memory the third photo was a species of puffer fish...
According to the sign next to the octopus he gets bored quickly so to keep him out and about showing off to visitors they gave him plenty to do, hence the balls.
