This is the planned setup of my tank do i need to add fertisticks?
Peat moss - thin layer at bottom
Flourite layer - but 1 inch thick
Soilmaster select - 1.5 inch

this will be in a co2 planted tanks with cherry shrimp

what kind of plants are you going to have? I would check the ingredients on the fert sticks and make sure there aren't any metals as these can be lethal to inverts.
 
For goodness sake no you don't need the fert sticks. The peat moss should have the initial nutrients needed for the initial boost until you get some good ol' mulm accumulated in there.
