define "moderately planted"

was at a lfs last night and a few fish caught my eye (congo tetras, dwarf neon rainbows) but the "species card" said "moderately planted tank"
My question is this.. does it actually need to be "planted" ie real plants, or does it simply mean they like some cover and a moderate assortment of the usual plant decorations would do? Sorry if it seems like a stupid question, but prefer to ask than just assuming
 
I don't know why they said anything about planted on either card. Both fish like open water in my experience. Moderately planted is about 30-50% of the tank and could be artificial/plastic or real. It doesn't matter. I don't think you need to do either. My dwarf neon rainbows always hang out in open water and every time I've seen congos, they do the same.
 
i think that how the fish act in a planted tank depends heavily on the other inhabitants of the tank. for instance I keep black neons with angels ..in a plantged tank..they neons will school tightly and hide when the angels get 'active' they rely heavily on the vegetation and other cover in the tank.

I also keep bolivian rams in a planted tank ..they prefer the cover.
