Can you put Amazonia over regular sand?

I have seen some tanks using amazonia recently and really liked how they looked. I have a 2.5" bed of sand in my tank right now. Can you put a layer of Amazonia over the sand? I don't want to completely replace it due to the expense involved, but would this work?

Only problem with that is that ADA amazonia releases ammonia for about three weeks so adding it to a tank with fish would be a problem. Amazonia is usually used on its own but I dont see a problem with it on top of the sand.
