Everytime I re-arrange my LR [trying to make it all nice :p] And a piece even brushes the southdown bed, it gets really cloudy and stays this way for quite some time.

I don't have any fish yet, on the last leg of my cycle, but do any of you think A. Ocellaris [a pair from ORA] would kick up the sand constantly?

Tank is 30gal Long, 192 watts of light, 5" southdown sandbed, 25lbs LR. SG is 1.023. PH 8.3, Ammo -0, Nitrite- High [Cycling]

That is a possibility. Clowns are well known for swishing their tails in the sand to move it arround.

After the bacteria has colonized all of your sand bed the southdown will not float around the tank as much. You should see the change after a few months.
