I just recieved 3 Koi by mail today and one of them has a very deep and soar injury on it's tail. I have never treated this type of illness before. I don't think this fish will last much longer, its sitting on the bottom of the tank and won't eat. The other two koi are eating very well already. Does anyone know the best and most affective treatment for such an injury? It looks so bad that I think I might need to apply something directly on the soar. Please help!

First thing is isolate the fish and add large doses of salt to the tank:
http://www.pond-doctor.co.uk/longfishmedicationshow.html
"Acts as a skin irritant increasing mucus production, throwing off skin parasites.
The high sodium ion concentration is toxic to external parasites.
If treating ulcerated fish, the addition of salt to the water also reduces the influx of water into the fish, taking pressure off its kidney functions."
I am sure others will suggest what else to do over the next few days.

Without going into injections and buying antibiotics - the other thing you should use on the wound is hydrogen peroxide. Read:

i rescued a koi once that had basically so many chunks of its sides missing that you could see his muscle tissue.... I used Maracyn and Maracyn 2 to treat for any infection and his skin slowly regrew on its own. Make sure you keep your water very clean! Good luck!
