does anyone have experience using ballasts from ballastwise.com? I want to supplement my mh lighting with some actinic lighting, but don't want to pay an arm and a leg to do it with a top of the line ballast. I would only use them about two hours before the metal halides come on and then two hours when the metal halides shut off at night. The reason for doing this is that I noticed if I leave my halides on for more than eight to nine hours the corals don't like it and I think they get some sort of photoshock. According to the folks at wetwebmedia.com they say actinic lighting is for aesthetics and really offers no beneficial light for corals.

I bought a 4 x 54w T5 HO ballast from them. I've only been using it for a few weeks, but so far so good. I run actinics on it for 13 hours a day.

One other question maybe someone can help me with. The inside of my canopy is exactly 49 inches so would I be able to put 48 inch lights in their or would I be cutting it to close with the endcaps and wiring?

My 48" T5 HO bulbs and endcaps fully assembled and installed with wiring measure out to be just over 47". The bulbs fit pretty far into the endcaps, plus the 48" T5 HO bulbs aren't a true 48"... I think it's more like 46.5", but I don't know the exact measurement off hand. The canopy I DIY-ed has an inside measurement of approximately 47.5" and it all works fine for me, so I think you'll have plenty of room.
