i have a 46 gallon tank(4ft by 15 inches by 15 inches) once i move in the next two weeks i will be setting up my 46 gallon as a planted community tank. i have a double bulb three foot light and a single bulb four foot light (60+36)=96 watts of light is this sufficient to grow pretty much every plant that isnt really expensive???
and i will be adding fertilisers most likely.

what is the best substrate eg. gravel with a light layer of sand on top.
or just sand???? thanks
 
That lighting will grow a nice array of plants. All of the usual low light light plants will do fine and you can experiment with others to find out which ones will grow for you. If you have no plans to go high tech with the tank, a sand substrate will do just fine.
 
You really can't put Sand on top of gravel. You can mix two substrate together of similar size pretty well though.

If you are worried about sand as a substrate don't, Lots of people (yours tuly) grow plants in Sand. Search around the forum, some plants don't function well it sand but the vast majority grow very well.
