Power head + Co2 = bad?

My co2 system says that a lot of surface agitation takes co2 out of the water quickly... should i consider changing from a powerhead to bubbles?

Also does it matter if my bubble counter is near the bottom of the tank or the top?

point the powerhead so its not causing lots of surface agitation. power head one of the best way to break down co2 into a mist.

where ever is fine.
