Got a ? about the dwarf onion plants. Can i cut them off by the onion?

No! If you do the leaves will die.

Yes. Just leave 2 inches of leaf. New leaf will eventually come in and when you get enough just peel off the 2 inch stuff (one at a time). Do not damage the bulb.
