Will 35-40 watts be enough for a 25 gall?

I've got an aquascape tank that size with hairgrass, crypts ect doing well with ~45w over it so you should be fine.

40 watts = 1.6 per gallon, so, if you stick to low-light plants, I think you'll be fine.
