New to plants

I have a lightly planted 16g bf. The tank has some wisteria, which has leaves that are turning black around the edges.

The tank is a 16g bf, same footprint as a 10g
15 watt, T8, 5500K flourescent blub
Flourite red for substrate
PH-7,Nitrate-0, Ammonia-0, nitrite-0
I don't use ferts or CO2
Plants - Java fern, dwarf sword, wisteria, a banana plant & an anubis
10% weekly water changes
Livestock - 2 oto cats, 4 kuhli loaches, 2 guppies, 2 dwarf platies & some mts

The wisteria and the dwarf sword seem to be the only plants that are having problems. The dwarf sword won't stay planted, I think that the loaches keep pulling it up.

Is there too little light for the wisteria? Are there other plants which might do better with my set up?

I have that same tank and have a very hard time getting anything to grow in it...even my java moss doesn't do so fantastic. I had considered doing a retrofit hood (they had one that would work at ahsupply.com) but didnt' end up doing it (yet anyway).
 
Wisteria needs a bit more light than that to be happy. I'd say atleast 1.5-2wpg.
